Dear Friends and Investors:


 We have recently received many inquiries from investors asking our opinion concerning the authenticity of a proposal that purports to offer a last remaining path to the recovery of our Villalobos' investments.  At the same time a number of you reported to us that our website had vanished.  Along with the website we lost the use of our EBS messaging system that we
have relied upon to keep you informed.  For that reason we were unable to respond promptly to your inquiries.

 he disappearance was traced to a glitch in the operation of a server in the US which was used by our website administrator  -- who just happened to be out of the country at the time it occurred.   We are relieved and happy to report that the site is now up and running and that we again have the means to perform mass mailings.

With regard to the anonymous proposal, we can tell you that the UCCR has not been involved in this.  Our knowledge is limited to what you also have received in the form of messages from "VB Recovery."  It would appear that nearly everyone on our mailing list was contacted.  We do not know how your e-mail addresses were acquired, but they were not obtained from us.  It is clear to us that someone else must have an extensive database of investor e-mail addresses.

We do not have direct and personal confirmation of the participation of José Miguel Villalobos but the more recent messages from VB Recovery do identify JMV as the attorney who was first introduced as only "a prominent Costa Rican lawyer."  We have no reason to doubt this, but the UCCR has had no dealings with JMV for over one year, and he has not advised us of his plans. Nor do we have any idea of the legal strategy he may be considering.

Though we do not know who has organized this effort, it seems to us more than coincidental that on August 24 there appeared a posting on the "Villalobos Report" which declared that "the UCCR is dead and buried."  There was neither mention of the circumstances of our demise nor any autopsy results.  Not to disappoint anyone, but we can assure you that we remain a viable entity.

In fact, we can inform you that UCCR has been working on certain initiatives during the past weeks whose details we will be prepared to announce soon.  We are contemplating legal action that would require no money up front and would be taken on behalf of all investors.

In conclusion, we are unable to give an opinion about the VBRecovery offer because we do not know enough about it.
